Load the attached save, talk to Italians and give them Pisae. The result is on the picture - they have two capitals.

Does this persist after moving units etc?
 
You can perhaps try zooming way in until the city bars disappear, then zoom out back to refresh the UI. Civ 4's UI bugs like that for some reason. That's what I do when I want to update happiness/health indicators on cities sometimes.

Mongols invade Russia and Persia in XVI century - is it intended? They seem to have survived partial collapse and returned. Should happen in 5 turns after the save.

Do you know if they have received conquerors in the past already?
 
Once the Mongols collapsed before I met them in a Russia game in 1.17 and they got their conquerors stacks in the 18th century. This was years ago though…
 
When I turn on avoid growth this city begins working camels, even though this tile provides some food while there is better tile which produces more commerce instead of food. Is this intended?

Do you know if they have received conquerors in the past already?
I don't ever receive the Eastern Europe conquerors event for the Mongols in 1.18 when both playing as Ruthenia and Muscovy, switiching to the latter at 1263 AD. Neither when I played it in summer, nor this month
 
The new Individualism effect doesn't seem to work, it's still the former effect (maybe it's just the display), and it happens on every games. In the following images (same hamlet each time), in order :

1) The hamlet not worked without Individualism
2) The hamlet not worked with Individualism (it displays that it will upgrade but the next turn it's still "20 turns to village")
3) The hamlet worked with Individualism (10 turns to upgrade instead of 20)

An other thing I noticed in all my games, it's that sometimes some buildings randomly double the amount of culture they give, and I can't find the reason. Maybe it's a feature but I didn't find where does it come from.

Here for exemple, the bath and the monastery give +4 instead of +2, while the church still gives +1.

In the Base game, a building's culture output Doubles every 1000 years (on any speed; not tied to amount of turns). IDK if Leoreth has made any edits (EDIT: CIV4BuildingInfos.xml seems to indicate he has not) . It might also be the case that the Timer is based on city founding date as indicated by tooltip in City View, which could account for the doubled buildings even though 1000 years hasn't yet elapsed from 600 AD (if that's the scenario in your game).

10 years that I play at Civ 4 and it's the first time I hear about this feature. Thank you !
 
Thaï barbs who spawn few turns before Thaï birth seem to only spawn on the Sugar tile in northern Thaïland. So if you put a unit on this tile you can prevent the stack to spawn. It seems to be a too easy way to get rid of them, not sure if it is intented.
 
The Norse respawned in my Sweden game; and I peacefully let them have Denmark, only for them to come in 2 turns later and attack me with 13 arquebusiers 5 lancers and 6 bombards; an army larger than the Mongols.

I doubt this is intended, considering Denmark-Norway wasn’t a nation known for its military pursuits…
 
Considering the multiple wars between Denmark-Norway and Sweden in history, this is actually not surprising (although most of them were Denmark's defeats)
