Bug?

I was wondering if something was wrong. When i put my science meter to 10% im not allowd to research anything. Also, im losing one gold/trun i move it down to 50% and i still cant get out of a negative #. By the way this is literally 200 yrs after i settle. And which civs do u guys think is overall the best for science?

Can you provide more information? Such as how many cities you have, etc. Best civ for science would have to be a civ w/ the scientific trait, coupled w/ industrious = Persia IMHO. Russia maybe on a pangea map, since they're expansionist and scientific.
