[Build 1.0.1 Patch 3] Sokeman not granting city walls upon founding

Not sure if this is a bug or intended, but I had a Sokeman not granting city walls upon a settlement being founded. The reason why I'm unsure is that the Sokeman was injured and there was a hostile unit next to it when I founded the settlement, either of which might be the cause of why no city walls were granted.

Upon further testing, it seems that the trigger is an enemy unit being next to the Sokeman. Founding a settlement with an injured one and no enemies around grants city walls.

You cannot build walls normally when enemies are near, so this kind of makes sense? That said, I think this ability should be an exception.
