Build your Ally's unique improvements

I subscribe to numerous mods and at one point in the last couple months, I was subscribed to a mod that allowed a player to build his/her ally's unique improvements. I don't remember which mod this was but I do vaguely remember it being an option in Advanced options. Does anyone know which mod I'm referring to?

If the community can't find any existing mod like this would any modder be willing to create a mod? I'll pay you.
