[NFP] Builder cannot repair damaged improvement tiles (Not a Bug)

Hi guys,

This has happened to me before too. I have a bunch of pillaged/destroyed improved tiles and when I bring the builder on them to repair, I see no repair option and for that matter, I can't see a 'Remove Improvement' option either.

Here's a screenshot of the problem in my current game:

I had a few destroyed improvement tiles in my civilization and none of them could be repaired, there's just no option to do so.

This isn't the first game this has happened in either. Happened in a couple other previous games.

Could it be an issue with mod-compatibility? I did install a few mods, but I disabled them later on.

BTW, sorry for not including this in the title, but the patch version is: 1.0.11.16 (556634)

Looks like the tiles are flooded, in which case you won't be able to repair them until you build a Flood Barrier in that city.

Oh, is that really the case? Wow, I'm so stupid! I thought when tiles get flooded they are no longer usable and it visually shows.
