Building/Launching Spaceship

i have all the technology necessary for building the space shuttle components, but for some reason it says no cities may build them. i have destroyed all other civilizations already but just felt like building the shuttle because i just got the game. is there any reason why i can't build the components? i have all the resources and technology, and now my scientific research is on future tech 16 which i suppose means nothing. any help would be appreciated. thanks

This happened to me as well. You mentioned that you already destroyed the other civs. In otherwords, you already won I assume the game won't let you win twice.
