Building quests not given if you rush-buy?

I recently had a game where I beelined Autoplants and rush-bought one to get the quest. I did not get the quest for *at least* 20 turns, maybe even 40. How does the quest delay mechanic work? Do you have to hard-build to get it? Is there a minimum duration after you get the tech before you can get the quest? Was it due to a backlog of other building quests? Maybe a bug?
 
I'm fairly certain that rush-buying doesn't affect it, because I'm pretty sure I've rush bought a single Institute and not built any and still gotten the free tech. I know in another thread someone said that there was only a 5% chance per turn for the quest to trigger once you have the building. I've been wondering if you get an extra roll for each building you have (since buildings I'm building everywhere seem to trigger faster).
 
5% per turn would really suck, considering that the Autoplant quest reward is perhaps the single most powerful upgrade in the game... a 20 turn delay on that is the difference between a great game and an ok game.

Rush buying seems to have no effect. I bought an institute and had the quest pop next turn (hooray), but then I had to wait 75 turns for my hard built Autoplant to pop up. Fortunately I amused myself with Battlestompers in the meantime ;) Also took 105 turns for my fence quest, iirc.

Seems very random and if you capture a city full of buildings it can mess with the quest "queue"

Yes, this can really derail your strategy. I had to wait something like 30 turns once for my free tech before I read this info on the forums. Same for the fence. For the autoplants it's not quite as bad if you have several cities as you want them everywhere anyways, but it's another factor pushing you towards ICS. This is a general problem with large bonuses based on dice rolls. No law of large numbers.
 
It seems to be 5% PER BUILDING, so by increasing the # of buildings in your empire you can speed up the quests quite a lot. If you really had to wait for 30 turns it was certainly on the more unfortunate side of the RNG. :pat:
 
Right. So with 7 autoplants, you have a 35% per turn of getting the extra trade routes. It's probably just as well, that quest is so unbalancingly powerful.

With a 5% chance per turn, 20 turns to trigger is only the expectation of the number of turn required to trigger. The standard variation of the number of turns is 19.5. This makes the number of turns required to go as high as 40 or 60 with a non negligible probability.
 
You can always change the value to 100% by going to assets\Gameplay\Lua\Quests BuildingChoiceTemplateQuest.lua and changing local TRIGGER_CHANCE to 100. That's an option. Like I did. Then on the next turn you build anything, you instantly get the quest associated with it.

It does get kind of boring after awhile though. And the lower number adds a kind of randomness to each game.

Not really. I only had the one building, so the probability to wait for more than 30 turns is 21.5% (0.95^30). Who needs institutes, after all? Nowadays I take this into account by unlocking an expensive tech I will need some time down the line to maximize my chances of getting the quest in time. I'll also usually build at least two copies which gives me a 95% chance to get it within 30 turns.
