shouldn't we discuss this at the U.N.? that way it can get feedback from everybody.
 
If you'd like to go to the UN and discuss it, feel free to. However, I'd be wary to have a bunch of CFCers spamming the place. Posting in this thread will help us get the team's opinion, so that I can post our official stance.
 
Here's a summary of the responses so far at the UN. Each is proposed; none is finalized.

*24 hours per turn. Maximum 24 hour extension.
*Limited extensions? e.g. 3 per 50 turns.
*"Chess time?" e.g. A team gets 180 hours for every 10 turns. How they divide it up is up to them.

*Public roster of all members of all teams, regularly updated.
*No switching teams until native team is eliminated.
*No deliberate attempts to hack/enter/view the private forums of others.
*If the game is played in stages (i.e. two games of seven), can a person be a member of a team in each game?
*Apply the above to the admins; Admin A and Admin B admin for game one while Admin C actually plays. Admin B and Admin C admin for game two while Admin A plays.
*If team is elimanated, can only join a team in the other game.

We also need to discuss game speed.
 
To avoid confusion at the UN I'll post my thoughts here, and I'll count on our UN rep to pass on the sensible ones :).
In general I prefer loose rules rather than strict ones. That obviously puts a burden on the admin(s), but has the advantage of flexibility. Specifically:

Topic #1: I would like a 24 hr rule, with extension on request, like in the MTDG. The game admin grants or denies such requests, with a general tendency to leniency, except when a team is unnecessarily holding up the game.

Topic #2: this game will last for years perhaps. It's likely that new exploits will be found. I favor a rule (similar to the GOTM IIRC) saying that if it feels like an exploit, it probably is, and should be avoided, or game admin has to be contacted for prior approval.

Topic #3: all proposed items sound good. Some additions:
  • Anyone who (accidentally) enters/hacks/views another team's private forum, or otherwise sees information (s)he can reasonably know is secret (like uploaded screenshots) should immediately report this to the admin(s), and of course not divulge the info to anyone else. (If immediately reported this is not a punishable offense.)
  • Members of an eliminated team are not allowed to pass info to other teams.

Topic #4: predefined punishments have been tried before, and it doesn't seem to work. Perhaps a maximum is workable...
Perhaps we need some rule that decisions by game admin are final and cannot be appealed.

Topic #5: sounds good.
 
I'm not sure the activity level in this thread warrants the creation of five.

Good ideas zyxy! I'll let the group mull over them before proposing them at the UN; see if we can't get some more.
 
Here is something that has been suggested. Looks logical, in my opinion. ;)

Proposed rule:

Exploits of Game Mechanics

No action may be taken which exploits game mechanics to obtain an illogical result. Illogical result means something which does not make sense relative to the condition of the game and normal game play.
The game admins are the sole and final judges of whether a specific action, or class of actions, is logical.

An illogical result may be rectified by the admins by any means necessary.

Some examples of illogical results are:



Being at war in-game with an ally out-of-game.

Rescuing a team from certain elimination via city gifting.

Giving anything to another team with the expectation of getting it back improved in some way that the gifting team cannot obtain due to an inherent aspect of the teams. Some examples would be extra promotions, culture, and giving a normal unit to get a UU back. See the logical results list for exceptions.

Obtaining more movement or combat with a unit than normally allowed in a turn.



Some examples of logical results are:



Sharing of unit and resource usage provided no "doube duty" is obtained.

Gifting / exchange of cities to adjust national borders.

Giving a unit plus gold to get an upgraded unit back, or including upgrades of units as a condition of a trade or treaty.




The admins will maintain lists of specific prohibited actions, and questionable actions which have been ruled to be permitted.

It is strongly recommended that teams ask the admins if a questionable procedure is allowed prior to performing it in-game.


Here's a proposed rule regarding third party programs (à la Civ Assist II for Civ III):

Proposed rule:




Updating the save by any mechanism other than normal game play is strictly prohibited, except for updates by an admin to correct a technical problem or impose a penalty.

Obtaining information from the save by any means other than the normal Civ4 interface is prohibited, unless approved in advance.

The approval standard for use of tools, mods, applications, and other methods of obtaining information from the save is that any such information must be available in the Civ4 interface at that point in time . (but perhaps with more difficulty in obtaining it)

A player or team who wants to use a non-standard interface to access save information must propose use of the tool and obtain advance authorization.

Authorization to use a non-standard interface requires approval of the admins and a majority of all remaining teams.
