How can you know or control in advance the technology that a great person will allow you to bulb.

Well, it's controlled by the flavors of the techs in the XML. Some of it, especially the Great Prophet bulbs are pretty intuitive. But the only real way to know is to learn it by trial and error. Also the BUG mod gives you some information on this, but I've never used that section of the interface before because if I am bulbing I'm following a specific strategy.

Its really easy. There are pictures of all the great people over on the left of your technology advisory screen. Next to each of them are two technology symbols (mouse over for name). The first one is what that type of GP would bulb if you bulbed right now. The second is what they would bulb if you waited until after your current research selection(s) are finished and then bulbed. You can queue a whole bunch of techs to see what they would bulb sometime in the future.

I find that a lot of basic questions about how to do something in the game have 2 answers that go like this:

1) Do such and such, and then this and that, and then some other thing.
2) ...install BUG, which makes it much easier.

Is there any sort of overflow for bulbing? Say you're two turns away from liberalism but you know you're behind on the race, and you pop a GS so you burn him to get there first. Do the excess beakers roll over to the next tech you research?
 
No. You get x Beakers to that tech with zero overflow. The 'x' is calculated from your civ population ... something like 1500 + pop * 3 IIRC (for a scientist).
