Well, I tried starving a city and burning a city at the same time, to try to hit 0 pop faster, where I expected it to vanish.
Apparently, if you start the burning at population 8, it goes on for 8 turns, no matter what. So if you start burning/starving at pop 8, the city pop looks like this:

Yep, that's right. I had a population -4 city. It was quite comical.
