I like how some civic can modify your relationship with other civs (Garbage to Sea comes to mind immediately). I would like to see this idea expanded upon.
As an example, lets look at the Atheism civic.
With no state religion allowed, no spread of non-state religions and +1
per religion, it seems that this civic would actively oppose civs that have religious oriented civics.
I would propose a small diplomatic penalty to civs with civics like Folklore and Secular (civics that allow for religions but not a state religion) and increasingly harsher diplomatic penalties up to the harshest for Intolerant.
An appropriate comment to the penalty would be "We disapprove of your tolerance of the 'Flying Spaghetti Monster'." or something similar.
Other civics could (and should) interact with each other in similar ways (Pacifism v M.A.D, etc.)
