To qualify as a leaderhead in C2C the leader must imo really have had a great impact on defining the country they led or have been historically significant in another way.
Reagan might be argued to be the most recent leader of USA that really defined the nation from one thing to another.
Bill Clinton does not qualify and certainly not Hillary, the Bush family does not qualify and neither does Obama, nor Trump.

It is often the oldest leaders that define a nation, or those that changed the political borders or international relations between countries in a significant way.

Traits are a Pita to balance with the rest of the Mod's mechanics. They like throwing Monkey Wrench's into the internal workings. UGH!!!

If Traits influenced Civic/World View choices only would that make it easier to balance?

I have to agree that at the moment the affects of Traits are very big and distort everything else.

Yes.
Traits that carry Properties are the worst. Then followed by Traits that boost Research too much or Religion acquisition.

Traits use large percentage modifiers for a lot, those should imo be toned down to 1-3% instead of 10-30%.
One even have a 100% more great people modifier.
