Can a city state have two cities in civ VI in a mod?

As per the subject. I am trying to convert a Civ V mod to civ 6. I was able to have "city states" with multiple cities in Civ V in my mod (as many as a dozen), and would like to replicte this in Civ 6... is it at all possible.
