Can any one make this civilzation

I would like someone to make this civilzation "The Prussia Empire" for me.

Play as Fredrick, or Bismarck. If i am right (please correct me if I'm not) they were either Prussian or of Prussian descent. If your annoyed at the Panzer being their UU, change it to Prussian Grenadier or whatever. Don't take this the wrong way, but it is very easy to make a civ.

Hi, I'm interested in something like this myself - my actual goal is a leader and civ with no traits, UU, or UB. I don't mind using one of the existing civs/leaders art and such, though there will have to be some assurance that the new civ and the old one don't wind up getting confused, so I suppose I'd have to use someone else's leader/civ art and stuff as the basis.

I have very little idea how to actually accomplish this. Could you provide a few guidelines, and/or show me where to look, to do this? When you say it's not all that hard, that's certainly heartening, but it doesn't help me to know why you're right. Thanks in advance
