If you start a custom game, from the Main menu --> Single player, you can then fill in up to 18 slots of players. This means you can play against 17 AIs.

If this is not what you meant (you want more than 18 civs), let us know, because there are mods that allow for more civs.

Here's one you can use if you have Beyond the Sword installed:"Better BTS AI 48 civ"

If you want to use Better BtS AI with up to 48 civs, go to

Download the latest version of the mod, and then on that page you should see

Download a 48-civ replacement DLL here.

After you installed Better BtS AI, that file will be used to replace the standard one in the mod (hence called a replacement DLL).
