Can be "preying on the weak" status penalty reversed to normal?

Not long ago I found out that, if you act too aggressively towards city states, some of them declare permanent war against you + you suffer faster influence degradation penalty for your allied "non-hostile" friends and allies. My question is: Can this degradation penalty be switched back to normal again by any action? (for example by liberating other CS) Or is this status permanent?
Other civilizations dislike me for this too, even when Im not at war with anyone anymore. They keep "trolling" me if its ok for preying on the weak. (ofc it is - what's one strength for then? :mischief:)

Permanent war is permanent war. Unless you wipe them out they will remain at war with you. Of course, wiping them out may make the rest of the city states declare permanent war on you.
 
No I understand that permanent war is permanent, but I asked if influence degradation penalty for other CS is permanent once you acquire that "bully" status.

Dunno whether I express myself accordingly. :crazyeye:
 
If someone else wipes them out, and you liberate them, do they come out still at war with you? You could pay another civ to war with the city-state...
 
Seems like nothing helps. If you atack city states too frequently and get a "bully" status it will be so until that game ends and thus infuence degradation with non-hostile CS will be faster.
