Can Fortress defensive bonus % be modded?

I wanted to try out a mod where fortresses gave minimal defensive bonus (to make barricades maybe worth the effort of building) but I couldn't find anywhere I could adjust fortress bonuses in the editor. Am I missing something, or are they not moddable?
 
General Settings tab, Defense bonuses
Fortresses are there along with rivers, different city sizes, fortifications (unit being fortified), etc.
There is no different setting for barricade, so it will be the same as what is set for fortress.

It should be Twice what the fortress has, like it is in the game, because barricades got 100% defense bonus right?
 
If a Fortress' defense bonus is 'X', then a Fortress with Barricade is '2X'.
 
Okay, I made fortresses 25%, made it only cost 6 (same as road), and renamed it 'dig trench', and got rid of their graphic. Then I reduced the cost of barricades to 12 (same as mine). I find this makes barricades much more useful -- enemies are stopped at your border (or wherever you built the barricades) and only get a 50% bonus on their defense when you counter-attack.
 
A fort WITH a barricade is better than just a fort.
There is not only a fort, but the barrricade makes it difficult for you to get weaponry/soldiers close enough to damage/take the fort.

If you have the game, New Father, the graphic will make it plain to you.

Yes, in c3c you can only build barricades on a tile that already has a fortress. IMHO, this takes away one of the coolest features of barricades -- limiting enemy movement. You don't want to give your enemy a 200% defensive bonus tile from which to attack, so you will only build forts/barricades on tiles that you can defend with units. I would much rather have the option to barricades on tiles without fortresses. Then you could like your borders with barricades to slow down enemy blitzes without giving them barricaded fortresses from which to attack into your territory.

Incidentally, it seems that in the editor you can place barricades on tiles without first placing fortresses on them, and they seem to work (well, they stop fast-moving units...not sure about whether they give any defensive bonus)
