Can I call a UN vote if I don't have the UN?

Subject pretty well says it all. The darned Japanese beat me to the UN (by two @#$% turns!) and then they didn't call a UN vote. I can't win a diplomatic victory unless we vote! Is there any way to force a vote if another civ has built the UN?

capture the city and then call a vote. Might lose the Japanese vote though.
