Can I specify the victory condition in RFC

I'm a newbie of this great mod and new features especially "historical victory" is so cool! But I have a question here, since I want to focus on historical victory, can I turn off all the other victory conditions?

No, but it should be pretty easy to not achieve any other victory,

Open the file Rhye's and Fall of Civilization.ini (in ...\Sid Meier's Civilization 4\Beyond the Sword\Mods\Rhye's and Fall of Civilization) and change the option NoCustomScenario from 1 to 0.
Now start a new game choosing Custom Scenario in the menu and check off all the victory conditions but the historical one.
