I can not trade any of my geothermal or other strategic resources to Kozlov. Been attempting to trade other strategic resource to him and others for energy or resources. Some items can trade others I can not.
Also, I dislike that I can no longer trade strategic resource for direct energy without a cooperation agreement. I started to play again after I looked into rising tide and the trade system is different from a year ago. It is hard to make friends on higher difficulties. I want to at least make energy off of the resource during early game when I can not use them.
