With this bloke Beck whining that those who played the game by his rules having broken the trade mark on his name, can Obama trade mark his name as well to be only used by those who have a license ?

No, because that's not how trade marks work. If he trade marked his name, he could only sue those who used a similar trademark to market a good or service similar to the good or service provided by the registered owner.
