Can Paris be coastal?

I just start playing the french, and I was wondering if I have to build Paris where it is supposed to be or any where I like? How is Paris defined in the first condition for a historical victory ? the Capital of France even I build it in Quebec ? or if I move it there? is renaming any city "Paris" would be enough? or is it necessarily the predefined city on the map?

it's bound to the coordinates. You can move the capital elsewhere and rename that city, but it will count for the goal

Just settle in place, the Paris location still makes it just about the best city in the world anyway, even if its a tile off the coast.

Yeah I always play as Spain, and while Madrid may get up to like 12, Paris is already 18 at that time, and they start two turns later I think.
