I tried it in Paint, but then the mushroom cloud began showing through Gandhi's robe when I did a transparent selection.

I also have a BMP file I can give you if you want it to work on to improve it.

Based on his diplo numbers, that should be impossible unless playing with random personalities. His love of nukes is so maxed that it's over the max.

I think that the only time i had met him was in an unfinished game (medieval era?) and when I had random personalities on...
