Also in his Latin America trip Russian President Dmitry Medvedev while visiting Brazil, met with Brazilian President Luiz Inácio Lula da Silva and agreed to visa-free travel.

Are they talking about a agreement between Russia and Brazil that says members of one country or the other do not need visas to go to the other; Or am I reading that way wrong

That's how I'd read it, but it's certainly poorly written, and missing commas.

Lula's first name is Luiz?

Lula's first name is Luiz?

A proper Iberian name goes:

First Name
Middle Name
Fathers Last Name
Mothers Last Name

It is common to use your first name and your fathers last name as your "business name"
Though it is perfectly acceptable to use any combo of one First or middle name and one Last name. Though using both last names is acceptable as well.

You can get an idea by looking at other president and former presidents in latinamerica:

Alberto Ken'ya Fujimori

Known as Alberto Fujimori

Felipe de Jesús Calderón Hinojosa

Known as Felipe Calderon

(not everyone in Mexico has a middle name)
Vicente Fox Quesada

Knonw as Vincente Fox

Ernesto Zedillo Ponce de León

Known as Ernestos Zedillo

You get the idea.
