Can the district system be removed with mods?

Just a small question, I hope this is the right forum for this.

Would it be possible to mod "away" the districts and turn the game more into something like civ5?

Why you would want to do that?

A fast way, you can do it somewhat near it, just "delete" all districts minus city center, harbor, and encampment, and associate all buildings to the city center (minus Harbor and encampment ones).
