Can the map generator be bugged?

Because if it can, mine definitely is.

I just lost a game in like turn 170...domination! I entered world builder to find that the game put Charlemagne all alone on a ridicolously massive continent, enough to win domination.

While Charlemagne was all alone expanding, and me and the other 5 AIs were all scattered among a bunch of islands! Fractal sucks!

It happens sometimes... Fractal is pretty bumpy

I recently had an Issue where luckily I checked the Map builder or I would have been furious. I was completely boxed in on a OCC game. It was Highlands and the mountain ranges were positioned in a way that I would have never been able to attack or even make contact with anyone all game. I was crammed up in a corner with no way out.

That said I think considering all the variables that can be plugged into Map settings, it usually does a really good job at making nice, enjoyable maps to play.
