Can WBS be turned into Mods?

I created a scenario for my own personal amusement, using a Jam4865's North America map, of the United States broke into 13 groups of States. I was wondering if there was a way to mod the xml so I could change the civ info's. Any advice would be appreciated.

NVM I found my answer in the modding section in Dale's WBS modding guide http://forums.civfanatics.com/showthread.php?t=135669 I wasn't aware i could open the WBS file with notepad.
