Looking at the diplo view it says you have not met any city states. I guess not, none are in the game. Could it not say no city states in the game instead. The reason it matters to me is that I may have many games I am involved in and not realize none are in this game.
Early in the game is when that could occur, as there are lots of foggy tiles. An island would be aother case.
