Can you airlift/paratroop troops into empty cities?

I've never tried this, but is it possible? Say there's an enemy city with no defending units. Assuming you had paratroops/ air transports in range (not sure how other units are airlifted, never tried it) could you paradrop or airlift units into the city?

Yeah, big bummer. I had this problem with Japan one time. I managed to take out all but one city. They were stuck on a "one tile island" <growl> I couldn't get rid of them. And boy did they make life miserable for me, not they themselves directly, but through other AI civs. Luckily I had the next biggest civ on "my side" Whenever Japan would send another civ after me, I'd "hook up" with my ally Still would have liked being able to throw a few special forces in there

lol, i hate it when i destroy an enemy then find out he has an outpost on some godforsaken rock in the middle of teh ocean as far away from me as possible. Paratroopers arnt really all that usefull
