Can you buy a unit with Gold and not lose a Citizen?

I want to buy units with my extra gold but when I click on hurry it says it will cost us 1 or 2 citizens, is there anyway to just use gold and not lose people?

It depends on your government: AFAIK only republics and democracies pay rush jobs with money, all other with population points.

I think one way where you can get faster production and use gold rather than officially "Hurry up Production" and rish pop. points is to build an older unit and "upgrade". Assuming you have barracks and the strategic resources to upgrade, it works good. Like I'm german, I have barracks and iron. I can make a Warrior and then immediately upgrade it to a Swordsman for usually like 40 gold. The warrior costs 10 shields whereas the swordsman costs 30.

Of course, this isn't the same as "hurry up production" but with a little forethought could work out for you if you have the gold.

you can edit the rules for say despotism to allow buy on rush jobs.
