One, Two and Three had it, but it was worst in 3. In four you had maintenance cost depending on number of cities and civics.

Cool. I never seem to play an older one once a newer one comes out, so they all sort of blend together in my brain.

I used to play 2 alongside 3, 3 alongside 4 and 4 alongside 5. I would return to 2 if I could just for the council.
