If you are from another country (such as say western Europe) keep in mind that food generally cost 20 or 30% more there.
I was watching CNN and this week they are doing a video diary on one of the reporters trying to live on food stamps, which are a maximum of 176 dollars a month. In most states they use state issued debt cards with the maximum amount added to the card every month. So when you are in the store you mention that you are paying with that and swipe it.
Here are the qualifications on it:

Now my family's income is too high to qualify, but if I could some how move out I know that I would qualify.
I usually do the shopping for my house since I am the one most likely to have Sunday off. In a month we only spend 140 - 160 per person. I don't understand what the reporter is talking about when he says that he is starving all of the time and the can't see how people make it on 5.85$ a day.
And you have to keep in mind that I am over weight (not by a lot but 40 lbs too high for army boot camp ). Everyone else is a average size (160 lbs for the men and 120 lbs for the women in the house give or take) And we are not going hungry. Yes we may go out to eat 3 or 4 times a month, but that hardly off sets the rest of the days.
The reporter said that the "trick" was spending that amount and eating healthy. Then he went on to say that 15% of the people in America are "starving". Starving? Not even homeless people in America starve. A lot of the homeless people I see are fat! So then he went on to this statistical definition of starvation by some government agency.
He said that a lot of people qualify because they eat junk food, due to it being cheap and calorie pack to satisfy them, but they don't get enough protein. Is it just me or does that sound like bad eating habits? When I hear starving I think, emaciated not fat and unhealthy.
Here is what I ate yesterday to give you an idea: 1 large banana, 1/3rd cup of blueberrys (estimate). 1.5 cups of Raisin Bran Crunch (cereal) and some sugar added 1 cup of 2% milk. 3 slices of whole wheat bread with soy based Margarine. 2 cups of whole wheat pasta (bunch of seasoning and olive oil as well) and 3 ounces of chicken. 3 cups of sweet ice tea. 100 calories worth of chocolate.
All together I ate 5 times. Off the top of my head I would say it was at least: 25 grams of fiber and 50 grams of protein, a little low on the vitamins and mineral. Calorie wise, doing it in my head I would say it was 2,000 - 2400 calories worth of food.
Yes it is not all organic or a number of other things people consider necessary in their diet, but I fail to see how you can not be a functional albeit slightly unhealthy person with a 176$ dollars for food.
*Edit: we are going by your defenition of starvation in the poll questions, not mine which I explained as emaciation.
