Can You Explain This?

Ok, I'll put my save at the bottom of this post so you can take a better look.

Basically, I'm in a fractal map game with 3 islands. There are 6 civs left alive, however two are vassels (mine is a colony). Relationship wise, myself and Musa are at friendly, both with a vassal. On the buddist island, Suliman and Izzy are at pleased with each other, and across the islands nobodies really getting on (although I think Musa and Izzy are at cautious despite a couple of earlier wars). Both myself and Musa are at war with suliman. If you play on 2 turns from my save, I got DOW by every remaining civ in the game barring my vassal! It starts with Izzy declaring on me, but then Musa joins the pile aswell. I can't understand why Mansa would DOW me. We're at friendly status, and powerwise I'm 90% of his powergraph, and that powers all based on "home land" ie I've not got half my power in enemy territory. Presumably Musa's been bribed into warring me, but whys he accepted? We're at a good status, and my power isn't stupidly low. Any explanations?

Onto another completly differant topic on the same game. I can avoid the dogpile by bribing myself peace for gold with suliman, then bribing suliman to peace with musa for flight, and then signing the defencive pact with musa, and that completly prevents anyone DOWing me (Izzy doesn't go at me on this approach). So once I do that, I complete teching Facism with the intention of signing a PA with Musa (thats been a medium term plan, as I feel once we're teamed we're pretty close to domination anyway with both of us having vassal land, and that would also bump my tech rate up slightly as I'm a little slower than him). Anyway, I complete the tech, and the option to sign a PA with Musa isn't there! Can anyone explain to me why? I've done the pre-requisite techs, but the option isn't there (its not there and redded out, just not there in the trading screen at all!). I know you need so long of military time together or the DP for so many turns, and so I've been making sure we're either DPed when not at war, and in the same war as much as poss when we are at war. But even so, shouldn't the option be there but in red if I'm just missing the time of DP or something. Any help here?

They average their disposition with that of your vassals so if they are pleased with you but annoyed towards your vassal they will be cautious.
