Can you give a Building an Adjacent Terrain Requirement?

Hi,

I'm a beginner modder and I'm attempting to figure out if there is a way to give a building a terrain requirement. I know this was possible in Civ V, but I'm unsure if it's possible in Civ VI because there aren't actually any instances of it. Any help would be appreciated.
