Can you shorten unrest?

I am at war with another nation's colonies (Spain) at the request of my king (Sweden). I have captured Spain's largest colony (size 27). There has already been 2 or 3 turns of unrest, and it says there will be another 11 turns. Is there a way to shorten that time? (I don't know how to tell what version of WTP I am playing, but it is not 4.0 or 4.1.)

No.

Once the Unrest started (and the Unrest timer was set), there is no game mechanic to influence it anymore ... at least at the moment.
But it would of course technically be possible to mod something like that ... all it needs is somebody skilled and motivated enough to give it a try.
