I've found that when other civilizations ask you for a free tech, I can say yes. Then right away ask them if they can spare all their cash (assuming that I have currency), and they usually say yes. This way you don't have to get the negative modifier and you won't feel like you missed out on a trading opportunity.

They won't give it to you if they are annoyed and sometimes cautious and in any case you'll get a diplo hit in those cases as you need to be at pleased for a request not to count as extortion, but rather as a favor.

If they're annoyed they won't ask you so politely. I think the OP was assuming that the civ was pleased or better. If they are cautious then it's entirely possible that giving them the tech will improve your relations to pleased though.

Yeah, give them a tech, when they ask or even better when they don't, then ask for a small token of appreciation, they give up their gold every time.
