Not like the Panama or Suez Canal, but like those that criss-cross the Netherlands or England.

Workers can build them on Flat land only. Rivers and fresh-water lakes can serve as canals by default, you get 10% production bonus if a city is connected by canals (or natural waterways like rivers and lakes) to the capital, and it doesn't stack with railroad bonus. Maintenance costs one gold per two tiles. Become available with Engineering (to make the locks). Can be filled in when railroads take over, but give a small tourism bonus after combustion (maybe adds 10% to the tourism of each city connected to the capital).
 
I've been contemplating Canals. They just seem a logical feature. Erie Canal. Kiel Canal. Venice. As well as Suez (major) and Panama (major).

Basic mechanics:
May not be built in Ancient Era.
Must be built after The Wheel tech has been acquired.
Must own tile to have Canal built.
The tile must have two (or more) major bodies of water on non-adjacent hex-sides.
Tile must be flat. Prairie, Grassland, etc.
If forested, forest must first be removed.
A road may be added to the tile. (Assumed bridges.)
Will take a Worker about twice as long to build as a Railroad segment.

Advanced Canal Building
May build "Grand Canals" like Suez and Panama. Canals may be more than one tile in length, as long as all the tiles are flat and consecutive.
