Cannot build wonders in Chang'an

Hello everyone. I just recently play a recent version of RFC Dawn of Civilization as China in 3000 BC map. But when i tried to build a wonder in Chang'an, it seems i cannot build any Wonders like Terracotta Warrior, even though it was on a Fledging culture, as-well that i can build the wonder in other cities like Luoyang. (Because of this, i have to built a palace in Luoyang.)

I was wondering if this was a bug? If so, is this only happen in the version 1.17.0? Or this bug happen in previous version?

Did you check the religion requirements? Terracotta Army requires either Confucianism or Taoism in the city, and from the looks of it only Buddhism is present in Chang'an.
