Cannot change city production - on any game now!

The game has worked so far up until today.
Saved last game at turn 297. Game reloads fine but I notice that I now cannot change city production - the window does not pull up. I just press and press the change production button and nothing happens.
In effect, the game is stuck and I cannot end the turn and progress.

So I try and start another game from scratch and guess what, the same thing! Different leaders, different map sizes, different difficulty settings - I've tried everything!

I've restarted my computer, the game a million times and still no luck. I am so annoyed! Has this happened to anyone else, and if so how to fix.

The "patch" I think I'm on is 1.0.0.2.6(221715). Contacted 2K support, no reply yet.

Have you tried revalidating your game files through Steam?

No, but i admit that I'm no Steam techie expert at all.

How would I go about doing this????

Same problem here. A few turns after loading a game, I cannot change city production by pressing the button on the city display in the lower right. Furthermore, buttons foir purchase are also inactive and the button "Manage Citizens and Purchase tiles" becomes dark and does not work either (the other buttons are normally highlighted).
I still can enter city production scsreen by clicking on the small symbol besides the city name on the map at the city location. However, I cannot manage citizens at all.

Restarting civ solves the proble, but only for very few turns.
