Cannot connect to steam network.

I logged on to Steam earlier today for the first time in 18 months (I always keep it in off-line mode to play) to get the latest patch in anticipation of getting BNW next week.

Steam updated itself, then updated CiV - said everything was ready to play.

Tried to switch back to offline mode. Steam closed down (task manager shows no steam.exe running) but will not / cannot connect to the steam network. Error message states problem with my internet connection (working perfectly) or Steam services. Advised to go to steampowered.com for more info.

Steampowered unhelpful so searched tech forums - no useful results.

Tried to start discussion thread in tech support but I need to be signed in to do that - tried to sign in and got the eror message "can't connect to steam network"

so going around in circles - don't know how to fix and i can't play my game.

If I don't sort this out - no BNW or any ciV for me.

Any solutions that don;t involve playing with my computers registry?

Edit Problem solved by uninstalling steam and doing a complete reinstall. The process didn't give me the opportunity to re-install CiV from the disc - so I got a full download of everything. what a waste of time. I understand the need for validation but please give me non-steam patches like Civfanatics used to do for Civ III and IV. I will never play MP so I just don't need the on-going hassles of steam.
