Did you make sure that the Babylon DLC is enabled in Additional Content?

Actually I was looking to do some achievements and so this one undone, but I don't even have the New Frontier Pass (which I'll buy soon). So I guess it's a bit weird to have in Steam the achievement appearing as undone for a DLC I haven't even purchased.
