Cannot select 60hz as my refresh rate on directX 10 & 11

Whenever i run civ 5 and pick directX 10 & 11, the screen is like shaking up and down rapidly, a very nauseating effect, and I believe this is due to the refresh rate being at 59Hz instead of 60 (which I have it set to on DirectX 9), but I cannot select 1920x1080 60Hz in the DirectX 10 & 11 version, why?

EDIT: Another thing worth noting is that when i try to Alt Tab out of the game in 10 & 11, the game stays on the screen (I have 2 monitors) but without the vibrating effect. When I click on the game to get back to it, it vibrates again.
 
What card are you running? Have you checked the graphic settings (AMD OR Nvidea)? Sometimes they will not let games change the default setting. Perhaps the setting was changed there and CivV is stuck with that setting.
 
Im running an Nvidia GeForce GTX680M graphics card for my laptop, and I don't believe there's anything in the card settings that would make this happen. Hasn't happened for any other games atleast.
 
In the nvidea control panel under display under adjust desktop size and position.

There is a check box that allows nvidea to override game settings. Is that checked?
