Cant bring back the borders - with the Natives

I try to return to the natives the borders because almost their settlement is being flip by my own culture

after using world builder it doesnt return the territory
Im preventing to absorb their lands
their being defeated by culture not by conquest
I cant trade with their extinction

When the Indians offer to give up a village to you, can't you just refuse it? Then you can continue to trade with it.
