Can't build docks :|

As the title says...can't build docks in a city which is, obviously, on the coast.
I don't have any workshop in city, but I got another city where I already built docks, so I'm wondering if it's some kind of bug, the one clashing with the other.

Anyway, the mod is very good so far, thx a bunch, and keep up the good work

And, btw, dunno if some1 already noticed this, but there's a bug which messes up with the status bar and with diplomacy panel, it occurs when I reload a saved file.
The only way to fix things is to go back to main menu and reload the whole mod.
Has anyone found this too?

I have a feeling that docks can only be built in a city which has a developed ocean resource in its radius

Are you sure that city is in an ocean coast or just a big lake?

I jhad a problem like this, but after exploring more, I figure out that was a lake. To test it, I connected the lake with the ocean with save editor and then I can build a dock.
