For some reason I can't build a horse unit in my city. I even have a horse resource in my city BFC. I have built horses in other cities.

According to the bar at the top you have zero horses.

Are they tied up in production somewhere else?
Do you already have two horse units?
etc.

Like squad says, you have zero horses. Check the top of your screen, there you can see your strategic resources.

If you have horses and the pasture, maybe you are trading them to another civ or already built horses and used the resources

Ah, building my two horse unit, consumed my one horse resource? No wonder there are so many horses. I suppose the same with iron as well? are all resouces limited to 2 units of said resources. Is it dependent on map size, game speed, etc.?

different resources give different amounts but all have amounts, well the big ones do iron, horses, oil and such they will be added to the top of the screen when you first get them to show you have many you have on-hand and say one of your horse archers dies you will get the horse back so you can build another with it.

So I have production greyed out for all things horse, but I'm producing on a horse hex. Since the game provides no information on clicking the horse at the top of the screen, how would one find where that horse is being consumed?

Figured this one out eventually:
Production from the horse hex is the underlying production of the terrain until the pasture is developed. Just wish this sort of thing was in the pedia or tooltips

Left menu, units list. It will give you a list of the units you have, so you can check out how many mounted units you have. And, as far as I am aware of, building circuses (or other buildings that require you having a worked source of horses) doesn't consume them. But units do. Is it possible that you are trading your horses?

Forgive me if I am wrong or out of hand but have you build pastures on the horse resources?

Yes building 2 horse units consumes 2 horses. Also if you lose the horse resource after building the units (if it's pillaged or you lose the territory it's on or lose relationship with city state/civ providing them), you keep the units but they are penalized in combat until you restore the resource.

No, they vary in quantity. Hover your mouse over the resource tile on the map, tooltip will say how many it provides. Horses are always 2 or 4 but other kinds of resources can provide more, you can get 7 oil for example.
Is it dependent on map size, game speed, etc.?
The location and number of tiles of resources is dependent on some options, but the range of quantities is standard I think.
