cant build improvements with lunar buldoger

hey, I cant build improvements with lunar buldozer, what can be reason? civilization currently in transhuman era, deep space settlers already available, but I still cant build any lunar improvements, I also cant build mine on mars to extract martian blueberries. This is how it looks on map, buldozer hasnt any available button for worker actions:

IIRC the Bulldozer can only build roads, which should be possible with the "Road to..." button.

@raxo2222 and @pepper2000 may help you here, but IIRC I think you need to build a Lunar Outpost improvement on the moon to mine stuff. Not sure for the mars one.

Bulldozer is only for roads.
Also in mid transhuman you should be colonizing entire solar system.

You need lunar workers to build improvement.

Also you need lunar bases to build lunar cities.

By beginning of Transhuman era whole Venus, Mars and Moon should be colonized.
