Can't build improvements!

After playing this game for a while, all of a sudden none of my star systems can build city improvements (bank, factory, etc). All cities building these things immediately drop them. I can only build military units and now they take forever to build (ie 180 turns). Anyone have any idea what this is from?

It means that there's a mismatch between the buildings the SDK thinks is in the city and the buildings the python thinks is in the city for one of your cities (I'm guessing you just captured a system before this happened). Normally I'd ask you to go back and compare the buildings on each planet vs. on the building list, but for 3.0 I completly changed that code so I really can't do much about it at this point.
