Can't build Nuclear Power Plants

I'm not sure what's going on.

I have the tech, I have loads of Uranium, yet my cities with Industrial Zones can only seem to switch between Coal and Oil power.

I built the Manhattan Project just in case that was missing, but it didn't change anything.

What gives? I'm the greatest CO2 contributor and need to switch to cleaner power with some urgency.
