Can't Build Roads

Is this a bug or a rule change? Just started my first game with 2.6 and there are some tiles that I cannot build a road on. Thanks.
 
A new rule that was added to 2.5 was that roads now cost 2 gold.

Took me a while to figure that out too.
 
Yup, gots to have some Gold early to build roads.

Ah...I hoped it was a rule change rather than a bug. The mod looks great. And of course I meant 2.5 not 2.6.
