Can't build spaceship components

I researched every technology but another Civilization created the Apollo Program before me. As a result, I couldn't make any Spaceship components while they could. I met every possible requirement except having the Apollo Program. This makes absolutely no sense as I could still build the Space Elevator. Only one civilization can build the Spaceship? Then why are there columns for this victory condition for my Civilization on the Victory panel?

You have to build Apollo program-- its a small wonder. You can't build it in a city where you already have 2 small wonders as you are limited to 2 small wonders per city.

Apollo Program is not a world wonder, everybody can build it.

I have all techs and apollo program.

I have completed all spaceship components execpt one engine piece, now the game wont allow me to produce it since it says (0 team work left) or something like this.

And btw, the manual does suck, it leaves many things unexplained and that teamwork thing is one of em
